North America
In the US, large-scale layoffs of teachers were a real threat, but were largely averted in the short term because of federal funding provided in 2009-2010 through the Stimulus Package of the Obama Administration. Most state education systems are unable to fully fund their existing programmes and are facing projected shortfalls for the coming year. In Mexico, the government is planning to put in place a US$4.4 billion plan to deal with the crisis, but the direct benefit for education remains to be seen. The crisis has not affected the Canadian education yet, although many higher education institutions are hiring part-time staff to cut cost, and a hiring freeze is expected to over the coming year.
